  1. I wonder if some of these fraudsters could be subjected to class action tort suits, with the institutions that protected them as co-defendants. That would create some incentives. 😂

  2. You should read The Occasional Human Sacrifice. In one case, a researcher was imprisoned, but that was in Sweden.

  3. It depends on the motive and the aftermath. Some fraud has involved serious material gain, and some has even led to deaths. It shouldn't be an automatic criminal offense.
