Because it was literally Trump's job as president to prevent CIA election tampering from happening, and then Trump claimed the election was stolen by an entirely different mechanism that he failed to prove. Trump is a lazy narcissist who could not do his job. I am not surprised that he lifted the moratorium on federal funding of gain-of-function research with the stroke of a pen. I would be surprised if he knew what he was signing. Trump generally signed whatever the last flatterer put in front of him and asked him pretty please to sign.
