  4. Do you not understand what an agency like CFPB is for? Ordinary people who lose relatively small sums -- but big for them -- don't have the time to press prosecutors to enforce the law, or the money to hire a private attorney to chase down the money, and then share 35% from the recovery. If you can't get punitive damages, or added recovery under a whistle-blower statute, it is often not worth it to sue.
