  4.  @mattboyer3385  Well, just to be clear, a war or major economic disruption could be caused by Country A, and migrants come to Country B for reasons that have to do with ease of access, which includes geography. Country B need not bear any responsibility for the war, etc.

  6. A civil rights lawsuit can be brought against anyone who deprives a person of their rights while acting "under color of any statute, regulation, custom, or usage" of any state or subdivision of a state. They figured out that it wasn't just "laws" a long time ago.
