I've seen teachers support bullying. They would only intervene if someone stood up for the bullied kid. (Stood up verbally, I mean, not physically fighting. They have to intervene in the case of fighting.)

@Bimby-b I saw her describe that incident of shoving him against the refrigerator as a big mistake she regretted. I thought it might have been just the opposite. It might have been the first time she showed an authentic emotion. It seemed to me that Dylan's parents wanted life to be one big Just So story, "picture perfect." If she felt so guilty for doing that, then what should Dylan have felt?

Bullying is not a "criminal act." It is sometimes (not usually) intentional infliction of emotional distress or even a civil rights violation (depriving a minor of the right to an education), but that means you need to remove yourself from the situation and hire a lawyer to advise you on whether to sue. PERIOD. That's the sole recourse. You can get counseling and try to make the school pay for it, for example.

The 2020 documentary released on Amazon Prime is a total whitewash. I don't blame the mother. She was utterly shattered, and clearly doesn't understand strong human emotions. The filmmakers spent a substantial part of the documentary advocating for mindfulness training in kindergarten and primary grades. They seriously argued this would prevent mental health problems and school shootings. It was absurd.
