  1. Well, at the VERY least --- vaccines and other mitigation matters failed. I am being greatly conservative in this statement. Obviously we need to find out exactly what has happened. Multivariate analysis needs to be carefully and HONESTLY done. (Why am I not . . . hopeful?)
