Because a federal law preempts state laws. For example, federal protection for IVF, federal protection for abortion in patients under 16, federal protection for medically necessary abortions beyond life-threatening emergencies, etc., would be constitutional and would preempt state laws to the contrary.

@glennmitchell9107 On what basis? A state cannot limit federally protected rights. That is basic constitutional law. Nothing in the Dobbs decision changes that, because the decision does not declare that full personhood for purposes of abortion law begins before birth.

@p2pportal Because that's how constitutional law works: the Bill of Rights limits governmental power, and the full extent of those limits was made applicable to the states upon the ratification of the 14th Amendment, together with a number of Supreme Court decisions that so ruled. Any state that wants to extend, for example, Fourth Amendment rights beyond what is found in the US Constitution is perfectly free to do so, as long as it doesn't interfere with any other state. Any state that wants to ban the death penalty, another example, is likewise free to do so --- it just can't refuse to extradite a suspect to a state with the death penalty.
