  1. 20:05 This is a common misconception. The First Amendment protects every person within the jurisdiction of the United States. There is no distinction between citizens and noncitizens with respect to freedom of speech. Foreign agents have a registration requirement. But they can say what they want on the same basis as any American citizen.
