@matthews7069 That is an important point, except that Biden's running mate was a sitting senator, and a member of the senate majority. Still, the administrative branch was not in Biden's hands.

Not this time. Listen again to exactly what she said. Also, why do you think she is "establishment aligned?" She has made it a point to say, more than once, that she did not vote for Biden.

@antonioj123 Her point is that they can't know, and she explains why. It's a lot like the panopticon: of course you are not being watched all the time, but you don't know when you are and aren't. That they tried and failed to prefilter documents once does not mean they won't try again harder. It might mean they will -- it shows they are willing to try, or at least that some with access are willing.
