  2. The political leanings of NPR are a matter of public concern as long as they get any tax money. That means you cannot suppress employee speech about its political leanings. The only real issue is whether the employee is disruptive of the workplace. He did not try to disrupt his workplace, he tried to critique it on a matter that the public has a right to talk about. He published on a separate platform as well.
