  1. Some charters do great, but in general, they have not met the expectations people had for them. Lots have just funneled money into corrupt adminustrators' pockets. For the very few parents who found them a godsend, I appreciate their feelings about the issue. But that's just the point -- they are not a solution for improving universal education.
