  1. Right now we have a perfect storm: police departments that greatly need far more professional forces, not bigger badder ones, cannot attract recruits. (So, for instance, the spectacle of the Colorado Spring club shooting hero, Rich Fierro, sat handcuffed in the back of a squad car. This has got to stop.)
