The reason why it is not a "Ponzi scheme" is that that characterization assumes the dollar to be a rigid yardstick, when we all know it is not. In simple terms, everyone paid in with stronger dollars, but the payout does not fully keep pace with inflation. In the meantime, the dollars are invested in US Treasuries, which pay significant interest when large sums such as these are involved.
