Sad that we need a tort lawyer to head these agencies --- and we do.

@Georgie16 I do. In the 1980s in France, they slashed the abortion rate by a simple policy: every woman had to sign a declaration that she was a mother in distress, then she had to be asked whether the abortion was for financial reasons. If she said yes, she was sent to a social worker who explained all the state assistance she was entitled to, and sent home with a packet of information to think it over. Of course if she decided to continue, the state paid 70% of the cost of the abortion. (Pregnancy was covered 100%, including a clothing allowance.)

@blackjackjester What are you talking about? Federal funds are not available to pay for abortion.

@Georgie16 It was perfect. You saw the number of abortions drop by tens of thousands per year. The limit for elective abortion was short, like barely past a larger embryo (about 10 or 12 weeks, I forget), but a medically necessary abortion was available for a lot of reasons, including serious emotional/psychological problems, for longer than that. No woman being beaten by the baby's father was expected to tough it out. Like I said, perfect.
