  1. Other than labor organizing, which has its own rules (consult a union lawyer!), I think this is usually the rule. Before quitting, see about constructive discharge/getting unemployment benefits. So many companies have extensive contacts with government, and some employees might be working exclusively on government contracts. That should make a difference. I don't think it does, though . . .
