@ඞ True, an individual cannot sue a police department because their duty is to the public, not to any one individual member of the public, but two exceptional factors exist here: the police prevented parents and other agencies from acting, and there is a racial issue. A civil rights complaint ought to include both. They can dismiss the second count. Force them to address it.
