Several differences with television: this device and these apps are expressly designed to create behavioral addiction; you carry the phone with you at all times; you can be surveilled and traced by unknown people, corporations, and government when you use it, as well as stalked; these are younger minors who have showed particularized harms because they are using these sites while they are still developing. The proposed ban is not based on content or viewpoint suppression, but only on age, so it does not violate the most important free speech principles. This is not so obviously wrong.
