  3. When a public sector employee speaks on a matter of public concern, their job is usually safe on that score. Is NPR public sector? It does receive public funding. Was he speaking on a matter of public concern? Was his speech disruptive of the workplace? No, even if he wrote a biased article with a cavalier attitude toward accuracy, his speech -- and his job -- are very likely to be First Amendment protected.
