  14. @msstern3056  A fine is punishment for a crime of some sort, including a misdemeanor. A recovery in tort is purely a civil matter. Proving a crime is harder everywhere. I could link to a video, but it is in French, and links are disallowed in any event. Her brother appears in that video, as well as including scenes from both of their lives.
