There are quite credible reports that the various ultra-right elements in the armed forces are threatening Zelensky and may be calling the shots, preventing him from negotiating without their approval. Of course this is conjecture, strictly speaking, but the way he banned all opposition parties only from the left, and the analyses by people like Stephen F. Cohen from long before this invasion, support this view -- as does the fact that the Russians vowed to destroy all neo-Nazis in the region.
