  2. Basically, it means deftly making someone else appear they are in the wrong in order to deflect attention from your own bad faith or bad acts. You put the focus on the target, and make him account for himself. Meanwhile, while everyone's attention is on the target, you are getting away with murder. Making them appear not just wrong but stupid, crazy, or evil earns bonus points -- so it works as a silencing technique.
