Good question. There is a case called Bivens v Six Unknown Named Agents, decided by the Supreme Court, which first established that right about 50 years ago. It is all explained there. The Complaint and the US Attorney's Motion to Dismiss are online.

In short, government actors have certain immunities, depending on the exact issue. BUT, at least in principle, they cannot get away with anything they want. Lately, they sure do.

@TheHungrymonks They are sometimes. A judge or juror who takes a bribe for an outcome can go to prison for a long time. Civil rights cases can be hard to bring, though. Shouldn't be, agreed. :/
