  1. Just my lay opinion. Russia might be a signatory to the Geneva Convention, but Donbas which is de-facto a recently liberated independent state, will have to be persuaded to sign up to the Geneva Convention as being in their de-jure Sovereign interest, which presumably will be at the appropriate Peace talks, or if they elect to be a federated state of Russia.
