No celebrate should be able to get away from a ticket plus they have the extra few bucks to pay for it and she's already been warned I feel like it's really not fair that people like this get away with speeding two or three times getting warnings over and over but not getting a ticket for speeding only for a not having a license she should just get her driver's license taken away.
