  1. By what metric is that better than using leading zeros? Or, why the aversion to leading zeros? (Also, why not just use GUIDs? Fixed size, convey identity but no other information, never going to run out.)

  2. What this model fails to take into account is that observations of actual tanks are independent -- it's equivalent to returning the tanks to the bag after noting their numbers.
