Submission means laying face down arms extended so he can be handcuffed. He was crouching with legs ready to get up and keeping his hands away from access for handcuffing! The abuse started when one of them on the SkyCop footage kicked him in the head. From then on the cops turned to thuggery! The officers SHOULD have used their combined weight and strength and tactical tazing, to get him handcuffed. Instead they exacted revenge for his resistance.
