The mere fact that the kid dared attack a cop probably would indicate he was guilty of serious crime, for all the cop knew. A cop is not required to be a bodybuilder or MMA fighter, he is ALLOWED and ADVISED to use his gun when he is attacked.

After that they are responsible for his safety if and only if he doesn't resist being detained. They do not have to charge him with anything verbally. They do not have to inform him of his rights unless he is questioned.
