  1. This is complete horse pituti. The top two system has simply cemented California as being a single party state. I didn't have any vote at all for l lieutenant governor, and almost didn't have a choice for governor. The parties have a RIGHT to hold a party specific election before the general election. Having the state run the primary is a courtesy. This system has taken away the ability for parties to elect their candidate.
