You are basing this on public support of Putin in Russia, but that support is inaccurately measured. The clearest way would be popular vote, but Putin has been able to fix that by arranging who can be on the ballot. The appropriate page from history is the "secret vote" against Stalin, where the communist party held an anonymous vote against Stalin. Indeed, he was unable to know the exact members who voted against him, and so had them all successively killed off in time.
