  1. So I noticed that nobody stated the blindingly obvious here. If someone came out to put an "out of order" sign or bag on the charger, that someone could have FIXED THE DANG THING!. Especially if it is just a matter of turning the power off and on.

  2. Plugshare is your friend. I escaped this mess by getting a Tesla, but before that I had a Bolt. Plugshare will tell you if the charger is alive before you get there.
