  1. You went from "a person detained in jail by police", to "anyone who is an illegal immigrant who calls police", in one step. That is, if an illegal is in jail but due to be released, will be held over and deported. Then the "word gets out", and all illegal immigrants will be afraid to talk to police, and crimes will go unreported. Those things are unrelated.
