  1. The roots of the conflict go back to Belgium rule. The Tutsis were a minority in the congo, and tension existed between the Hutus and Tusis. The Tusis improved their position by becoming administrators in the rulers before the Belgians. When they took over, they increased Tusi power in the country, and the Hutus didn't forget it -- or forgive it. Thus when the Belgians left, the tensions between the two groups turned violent, and that continues to this day.
