  1. Depends. Desal turns power into water. California is short of both. Then again they also are alike in that California dumps both of them in the trash can, power is generated from solar farms and wind farms, and then thrown away if it is generated at a time when it cannot be used. Similarly, some %50 of the rainfall in California is simply dumped into the ocean. Now if California were to take the excess power and use that to desal water and store it, it would be a win-win.
