I believe this tech will work, but only if the fuel is sealed into the SMR at the factory, and it is returned to the factory at end of life, and the onsite operators have strict instructions not to mess with it. This removes the major cause of errors, namely human.
If this seems extreme, note that it is what we do in other industries. Modern jet aircraft are very complex, but nobody services the most complex element, the jet engine, on site. Engines are made easy to swap out and transport, and if anything even looks wrong with it, they swap the engine out for another and send the engine back to the manufacturer.
