  1. Small additions: the Atlantic and Pacific are at two different levels at Panama, so the "sea level" canal was never going to work, since "sea level" was relative. Also, the USA had long experience with building locks to compensate for different water levels with the Erie canal connecting the great lakes, which differed in level. Finally, the Panama lock system is powered by the huge and constant rainfall there. The same thing that was killing the French era workers, water everywhere, was what made the lock system work in the long run.
