PS the other reason for having frame rates match the power line frequency was that early TVs had pretty bad power supplies, so some "bleed though" of the line frequency would cause a variation of the intensity on the screen. With the frame rate matching the power line frequency, the light and dark of the power line waveforms bleeding through were static, not moving continuously. Thus you would not notice them as much.
