  1. The Canadians have power coming to each carport, because if you don't plug your car in up there, it's dead in the morning. The power is for the car heater. So obviously it can be done if people want to/need to.

  2. Sort of. You could have a simple plunger arm do the job if they could STANDARDIZE the placement of the port, or even better yet, come up from the ground and drive over it.
