The phrase means the opposite... it means "don't be a utopian, be humbler in your aims, these people right here (insert communists, fascists, liberals, progressives) in their own minds mean well but they don't do good". It's not a call to inaction or to not help. It's a call to be humble in our pursuits of improving the world. But you're correct in pointing out that ultimately, satan was a murderer from the start. So yeah, they're not truly "good intentions" only the facsimile. They're good-sounding intentions from very broken people.
