  1. You literally can't build here... California over regulated. They passed so many laws to protect people, now, you can't build any remotely affordable home. And even if you do, California, can mid way, stop your project, and demand you set aside, or set aside MORE units at low income rates, further driving up the rates for other units to compensate. California makes it impossible to plan to build anything here. They will jump you with additional regulation and fines just because. And that's what keeps other property values high. No additional units can come on the market.
