  1. Yup, San Diegos handout to people who already are wealthy enough to own a home. Own a home and lot and want more income? No problem, build an Adu. Also in San Diego, "why is it so expensive?" because you do these halfway fixes, that only benefit people with large enough lots for two homes, instead of letting people build on new virgin land.
