  1. Loans, some of it is infrastructure, it's really not the right way to say it. "hey, I invested 10M to build this road for my mom's birthday" when in reality, you needed it anyway and it will have use far beyond that one date. So they're saying they spent money for the world cup to build things like an airport they already needed.
