  2. 14:15 they can't. You need critical mass. If you block a large state like Texas, it's massive revenue loss. Investors would freak. Fix it. That's what we'd say. They would rather it goes to the Supreme Court and has a uniform solution. They don't care the outcome. As long as it's easy and cheap to apply, and 50 state jurisdictions is not easy. They will want this settled at the Supreme Court.
