End of that wasn't clear what was meant about markets which specific types of markets and what ideal markets are the best. Because barter did exist before currency markets. But it was inefficient and didn't provide for long term markets without security. Even the Aztec civilizations created a money system via cacao beans beans and cinnabar rather than bartering for everything. And their tribe was their form of government even under barter. More definitions and being more concise would be better.

Generally speaking to have anything worth barter, it does. Most things even in the 1800's worthy of barter required security. For them to accumulate either the fur catcher, miner, woodsman, etc. or for the person who had a finished good such as clothing, boots, worked metals, etc. For any of that time to pass without harm, governments protected at least one of the parties at some point. Even under barter. In fact many times a government tends to be a spill over benefit to lands where it may not be very safe for more production to occur and especially sufficient finished goods production.
