Well, depends. For president even a plurality means nothing due to our idiot electoral college system. As for states themselves both state and federal positions, nobody bothers. 63% don't show up at midterms, and 45% didn't bother for the last presidential. The gerrymandering in each state is sometimes incredibly stark, where in states there are still more liberal votes, and fewer right wing votes, but since the liberal votes get spread out over more districts reducing their representation. We have a manipulated voting system that's sort of close to how dictators who call themselves "President" hold their phony elections with only them on the ballet.
