  1. In economics specifically a non-natural monopoly really should be split apart to the point they no longer violate competitive market principles. Some sectors that maybe only 3 parts, but most likely larger than 3 pieces. And those that would do more harm by splitting them like natural monopolies ie causing the price per unit to go up due the inefficiencies like having several water pipes or electrical poles or sewer pipes thus everyone's regardless of competition price per customer goes up, than it should be public owned and operated to take advantage of economies of scale, the price per customer is much lower for the same needed revenue for operations and capital expense for growth.
