Billion dollars in today's purchasing power is incredibly unhealthy any economic structure and especially to its country as it they have an undo influence on politics aka plutocracy, and to an extreme degree an oligarchy. Same story since at least 508 BCE in the west anyway. And each nation falls apart often dissolving into a form of theocracy called monarchy where the rich deify themselves as something sacred or as gods themselves along with their toadies.
