The fact of the matter, they found it easier to keep control of ignorant masses in smaller usually economically defunct states, long term jobs don't exist so people don't tend to stay and population growth tend to leave, keeping their fiefdoms firmly under a few oligarchs' thumbs then expanding outward until they own federal government via insane proportionality of our electoral system. They don't care about local rights, they only care that they get to make the law.
