  1. That's the trick privatized natural monopolists or oligopolists try to push: the short term sugar rush on cheap installation... but the long term pain on monopoly racketeering pricing. If such enterprise wasn't going to make a haul they would never offer such cheap installation prices in the first place. In the long run natural monopolies, even oligopolies are better off collectively owned and operated with the goal to provide service at break even prices with perhaps a small margin for capital expenditure savings (for future growth and unplanned depreciation/repair form say an earthquake, flood, etc.). Private for profit enterprise is only better when the market sector involved meets all competitive market principles. It's called economics. Somehow Reagan/Thatcher era wanted people to worship magic instead of science/logical philosophy.
