Many of my friends are teachers. If this happens, the person is suspended. Particularly with video evidence, its case close. And I'm surprised the teacher didn't really say much. Particularly when the kids were picking up the chair. Myself, I would have stood up in the loudest voice told them to stop and listen up, and proceeded to tell them all to go to the principle's or dean's office. And naturally if they didn't go, I would have either called up on the intercom or called a phone or walked myself to the dean's office or principles office. Problem solved.
