Basically you came up with what anyone who knows aerodynamics: It'll work, but it'll have terrible flight performance. It's why helicopters on earth have low flight ceilings limitations. So it'll "fly" largely supported by ground effect. But it will be sloppy flying as if at very high altitude just as with fixed wing or helicopter aircraft at the limits of their altitude ceilings.... it's flying at the envelope; you're right at the point of lift and stalling. It's why small fixed wing aircraft like a Cessna 172 in high mountain elevation hot day it's advisable to compute your full altitude density and calculate your full weights and balance... hopefully you're not fully fueled or have max weight because high temperature, particularly humidity and the high elevation means your taking off as if you're near your altitude ceilings... you'll need a longer take of distance (runway available might not be long enough), or simply you won't be able to generate enough lift upon take off after leaving ground effect. Your flight performance is crummy.
